Job Presentation

A project on Promoting Climate-resilient Livelihoods in Rice-based Communities in the Tonle Sap Region-GCP/CMB/045/LDF will be implemented in the five provinces around the Tonle Sap Region- Pursat, Battambang, Banteay Meanchey, Siem Reap, and Kampong Thom from 2023 to 2027. The project is funded by the Global Environment Facility (GEF) through the Food and Agriculture Organization of the United Nations (FAO). The objective of this project is: Rice based communities in the Tonle Sap region of Cambodia reduce their climate vulnerability and increase their resilience to climate change through an ecosystem-based, market-driven approach.

This five-year project will be delivered by the General Directorate of Agriculture (GDA) of the Ministry of Agriculture, Forestry, and Fisheries (MAFF) and the General Directorate of Local Community (GDLC) of the Ministry of Environment (MOE). Technical and operational execution will be augmented by IRRI, WCS, CIRD and other partners. FAO will provide technical and administrative support. The project will be guided by a Project Steering Committee chaired by MAFF, advised by a Technical Advisory Group, and coordinated by a Project Management Unit (PMU) located in GDA of MAFF.

TYPE OF CONTRACT: Individual Consultant (IC)

DURATION: 12 Months (subjective to three- month probation and renewable annually up to 4 years)

DUTY STATION: Phnom Penh, Cambodia with travels to other project sites as required

Key Responsibilities:

Under the direct supervision of the GDA and GDLC, and in close collaboration and coordination with project team members, and partners (IRRI, WCS, CIRD and other partners) also work very closely with the International Communication Officer of FAO, he/she will be responsible for Communication and Visibilities of the project.

Duties

  • The National Consultant (Communications Specialist) will perform the following tasks/responsibilities:
  • Revise, update and implement the PCRL communication strategy and plans.
  • Assist in organizing events such as meetings, workshops, expos, signing ceremonies, press conferences and other events that will raise the profile of the project.
  • Write and edit communication materials and relevant documents including media advisories, event articles, newsletters, success stories/case studies, website content, presentations, meeting note, talking points etc.
  • Work with the relevant staff of the project, GDA, GDLC and the implementing partners to produce communication materials and ensure those materials are distributed to communities, government authorities, and other stakeholders so that they are aware and understand the project, its major results, and lessons learned.
  • Work with the project staff responsible for the various project outputs to effectively communicate the project and its accomplishments to the public.
  • Liaise as required with local printing, production companies, TV and radio stations, and deploy social media platforms to produce and disseminate project information products.
  • Manage and update the project’s official social media pages, website and quarterly newsletter.
  • Develop and share success stories highlighting project achievements.
  • Ensure comprehensive photo and video documentation of project activities.
  • Communicate regularly with project stakeholders and audiences in a professional manner about the project’s work.
  • Undertake any other required duties to ensure the project outputs' successful delivery.

Requirements

  • Bachelor’s degree or higher in communications, mass media communication, or a closely related field.
  • 3–5 years of relevant experience in knowledge management and communications, particularly in development projects.
  • Demonstrated ability to produce high-quality knowledge products and analysis on agricultural production, natural resource management, or environmental issues in both Khmer and English.
  • Expertise in developing and managing websites to ensure user-friendliness and proficiency in using social media to promote and enhance project visibility.
  • Proficiency in tools such as Canva, CapCut, and website management software is essential.
  • Proven skills in design, innovation, and creativity for producing effective knowledge and communication materials.
  • A proactive approach, strong commitment, and ability to work well in a team.
  • Fluency in spoken and written English and Khmer.
