The Cooperation Committee for Cambodia (CCC) is a leading membership-based organization for NGOs in Cambodia with around 200 members both Domestic and Foreign NGOs (DNGOs and FNGOs) working on various development sectors. CCC has been playing unique roles as the Governance Champion, Coordinator, and Advocate to realize the enabling environment for Civil Society Organizations (CSOs) and sustained CSOs Resource Hub at the national and sub-national levels.
The Civil Peace Service (CPS) project of CCC, which began in 2022, aims to enhance the capacity of CSOs in the areas of peacebuilding and conflict resolution, as well as foster collaboration among CSOs engaged in peace and conflict-sensitive initiatives or providing training to support peacebuilders.
The Civil Peace Service (CPS) is a program for violence prevention and peacebuilding in crisis, conflict, and post-conflict regions. It works for a world in which conflicts are resolved without violence. Nine German peace and development organizations, including Brot für die Welt (BfDW) implement the CPS together with local partner organizations. The CPS is funded by the German Federal Government. CPS workers provide long-term support to local people in their commitment to dialogue, human rights, and peace. There are currently more than 380 international CPS professionals working in 45 countries.
The CPS program of Brot für die Welt has been supporting civil society in Cambodia since 2020. The program focuses on working with young people to promote positive prospects for the future, working on gender justice and women's rights, supporting and integrating discriminated and disadvantaged groups, and promoting context-specific strategies for violence prevention and conflict transformation. Currently, five partner organizations and five CPS workers are involved in the CPS program in Cambodia. CCC is looking for a full-time staff to fulfill the position as below:

Report to : Program Manager of Personnel Service for Global Cooperation South Asia, China and Mekong Region, Brot für die Welt.
Contract length : 1 year, renewable subject to effective performance and fund availability
Position Summary:
The National CPS coordinator will support partner organizations and their CPS workers in Cambodia as well as the Personnel Service for Global Cooperation Unit in Berlin in the targeted implementation and content-related design of the Civil Peace Service program. You will be the contact person for partners and CPS workers on site and advise them on impact-oriented planning, monitoring, and evaluation (PME) of their Civil Peace Service projects. Furthermore, you will make an important contribution to the coherent documentation, the annual reporting for the Federal Ministry for Economic Cooperation and Development in Germany (our back donor), and the external presentation of the CPS Cambodia program of Brot für die Welt. You will actively contribute to the strategic and conceptual development of the program. Another focus of your work will be to promote the exchange of expertise and experience among the partner organizations and to support them in networking with other relevant actors from civil society, science and politics. As a coordinator, you will be in regular exchange and coordination on the program design with the CPS program officer for the Cambodia CPS program in Berlin, as well as with other colleagues from Brot für die Welt as needed. The position of the coordinator for Cambodia is located at a CPS partner organization in Phnom Penh. The content related supervision for the position lies with Brot für die Welt in Berlin in the Personnel Service for Global Cooperation Unit. The coordinator, upon selection, shall be employed full time for a period of one year; thereafter, he/she shall be reemployed for an extended period of two years.
Duties
- Orientation, counseling and support of CPS partner organizations and CPS workers (including introductory workshops, regular project visits, support with content-related questions and CPS-specific PME, support with special challenges at partner organizations and CPS workers)
- Conception, organization and implementation of events with partner organizations such as network meetings, peer learning, and training for the CPS program.
- Maintaining and expanding cooperation and networks as well as public relations work.
- Contributing to the content-related and strategic development of the CPS program of Brot für die Welt as well as the cross-agency country strategy (TLS)
- Support in preparing of program applications and annual reports as well as conflict-sensitive, impact-oriented monitoring of the program.
- Proactive communication of relevant information to and regular coordination with the
- responsible colleagues at Brot für die Welt in Berlin on program activities.
- Supporting the responsible colleagues at Brot für die Welt in Berlin in program-related partner organization’s dialogue, analysis of the human rights and peace policy situation and knowledge management in Cambodia.
Requirements
- Competency and Skills Requirements:
- Coordination and management skill: Have good capacity to coordinate and work with management team/senior management of partner organizations on the progress of project implementation; and the capacity to coordinate with other stakeholders either inside or out of country for the exchange experience program, networking, etc.
- Planning, monitoring, and evaluation skill: have an expertise to develop the project and integrate the concept of peace and conflict transformation into the program or project; the capacity to develop the M&E tools and system to monitor the project and evaluation, and the capacity to produce the report very high quality in the impact level.
- Peacebuilding and conflict transformation skill: have capacity to analyze the conflict and propose the applicable strategy to building peace; capacity to advocate the different stakeholders to get involved and apply the concept of peace and conflict transformation.
- Mentoring and advice skill: have the capacity to provide useful and applicable comment for someone before, during, and after project implementation; the capacity to motivate someone to work enthusically to achieve the common goal.
- Qualification Requirements:
- Education:
- • Relevant university degree (e.g., peace and conflict studies, social sciences, political science, international law or comparable)
- Experience:
- At least five years of professional experience in program coordination.
- Strong analytical skills and experience in strategy and program development.
- Sound professional experience in the field of human rights and peace work in Cambodia and the region.
- Knowledge and experience in project management as well as impact-oriented planning, monitoring and evaluation procedures, advantageous would-be CPS experience.
- Knowledge and experience in advocacy, networking and public relations work.
- Enjoy organizing events and facilitating group learning and reflection processes.
- Ability to cooperate constructively (also at a distance) and a high degree of self-organization, personal responsibility and initiative.
- Communication skills and confidence in dealing with people in and from different contexts.
- Intercultural competence, empathy and sensitivity.
- Openness and flexibility for a dynamic environment.
- Willingness to travel regularly within Cambodia, to neighboring countries and to Germany.
