Felm’s extensive experience and solid thematic expertise is in promoting the rights and inclusion of people from marginalized groups with local partners. Felm works with CSOs, FBOs and local churches with the same thematic areas. The church cooperation entails thematic support to theological education, strategical consultation and the supporting of gender justice the church community.

Job Purpose
Finance officer will provide financial monitoring, grant management, accounting of Felm’s operation in Cambodia, ensuring Felm’s financial management system are effectively implemented in accordance with Felm’s financial policies and procedures. Finance officer ensures that partners meet donor’s reporting requirements and the financial operations are in compliance with Cambodian laws and regulations. Finance Officer will work under the line management of the country director. Finance officer will also collaborate with Felm staff in the region to strengthen good governance and finance with Felm and its partners.
Duties
- Accounting responsibilities
- Supply and Logistics Oversight:
- Ensure compliance with logistics and procurement policies. Provide guidance and support to logistics staff in daily operations.
- Strengthening Internal Controls:
- Assist all staff in enhancing the internal control system to meet organizational and donor compliance.
- Establish clear processes to ensure accountability.
- Develop accounting and expense policies to promote operational efficiency. Identify and resolve invoicing issues, accounting discrepancies, and other financial challenges. Evaluate cost-reduction opportunities for improved financial performance.
- Tax Compliance:
- Liaise with tax auditors to mitigate tax risks and ensure compliance with tax regulations.
- Budget Management:
- Prepare and manage the budget management plan. Monitor cash flow and manage outstanding overdue accounts.
- Financial Analysis and Reporting:
- Perform financial analysis, forecasting, and reporting. Identify and resolve issues, gaps, and variances related to financial performance.
- Accounting System Implementation:
- Ensure the accounting system is effectively implemented according to generally accepted accounting principles (GAAP).
- Cash Management:
- Act as cashier, managing petty cash for daily operational expenses.
- Grants and financial management
- Budget Monitoring
- Monitor budget implementation across various phases. Report to the country manager on spending progress, highlighting any overspending or underspending.
- Financial Reporting
- Prepare financial management reports in accordance with Felm’s standards and donor requirements.
- Internal Controls and Auditing
- Ensure compliance with internal control systems, policies, and donor requirements related to financial management.
- Support Auditing Processes
- Collaborate and support auditing of both Felm and partner financial management systems. Actively contribute to addressing audit findings.
- Partner Assessment and Governance
- Conduct Partner Assessment:
- Collaborate with program officer to evaluate partner governance. Assess legitimacy, organizational structure, and logistics/financial management systems. Identify and analyze associated risks to ensure compliance with Felm’s standards.
- Financial Proposal Review
- Validate financial proposals from partners in consultation with the country director. Ensure alignment with organizational and donor requirements before endorsement for approval.
- Financial Monitoring and Evaluation
- Conduct financial monitoring and evaluation alongside the program officer, based on the established monitoring plan. Make recommendations for improvements or initiate urgent investigations if financial irregularities are suspected.
- Capacity Building
- Offer training and support to partners on financial management. Ensure adherence to generally accepted accounting standards, Felm’s financial management policy, and donor requirements.
- Compliance and Reporting
- Verify compliance with Felm’s financial management system, donor regulations, and legal requirements. Prepare, consolidate, and propose annual budgets for Felm’s operations and financial support to partners.
Requirements
- Accounting degree from an university.
- Minimum 3 years finance and accounting experience, most preferably with INGO.
- Experience in identifying and developing fund raising opportunities
- Strong computer skills Word, Excel, accounting software and AI.
- Strong competencies in managing priorities, complexity, system and legal compliance.
- Standard behavior: humility, respect, integrity, ethicality, and diligence.
