We are looking for a Country Representative to lead our well-established country programme in Cambodia.
We need a pro-active manager to manage various project deliveries and represent Cord in Cambodia. The Country Representative will have responsibility for operations and programme management alongside programme development and will be a member of the extended global leadership team.
We are looking for an inspirational leader with a proven track record in management and delivery of peacebuilding projects, alongside experience of working with civil society organizations in Cambodia.
SALARY: $3,060 basic salary Plus, benefits package differing for national or international staff
Location: Phnom Penh, Cambodia Occasional internal and international travel
Contract: 24 months, full time
Duties
- Programme Development
- Lead on shaping and implementing Cord’s strategy and programme in Cambodia, including designing programme concepts, identifying funding opportunities & securing new programme funding
- Actively prepare submissions & funding proposals
- Liaise with priority donors in collaboration with the Regional Representative & PDG to maintain and establish strong relationships
- Work in close coordination with Cambodia and SEA regional programmes teams
- Take responsibility for the financial feasibility of the programme and ensure financial sustainability
- Lead on external communications plan and visibility actions to raise the profile of programmatic impact
- Programme Management
- Lead the implementation of Cord programmes feeding into Cord’s global strategy
- Take the lead in donor reporting, ensuring timely and accurate submissions that meet donor requirements.
- Oversee comprehensive project budget management, including planning expenditures and forecasting upcoming costs, while ensuring full compliance with budgetary regulations and maximizing the impact of project resources.
- Build & maintain strong relationships with partners and facilitate partner capacity development
- Lead on the local implementation of Cord’s Organisational monitoring, Evaluation, Accountability and Learning (OMEAL) approach to ensure there is clear evidence of the impact of Cord’s work
- Operational Management
- Oversee Cord’s Operations in Cambodia are implemented in a compliant way and to a high standard & lead on the registration process for Cord in Cambodia
- Lead Financial operations including preparation of the annual Cord Cambodia country budget, maintenance of a 3-year budget horizon and input to proposal budgets to ensure project and organisational costs are well planned for
- Implement routine internal audit functions and undertake occasional spot checks
- Actively engage with the Leadership Team and Programme Development Group about programme and operational resource needs
- In consultation with the Leadership Team be responsible for operational areas including Health and Safety, security, IT, Facilities and safeguarding
- Team Leadership
- Participate in the Global Extended Leadership Team (ELT) to support Cord’s Strategic Priorities
- Provide inspiration, encouragement, direction & leadership to the Cord Cambodia team
- Lead on Cord’s values & culture by personally modelling these to the Cord team & external stakeholders
- Represent Cord Cambodia with authority and professionalism both externally and internally
- Ensure human resource efficiency and quality output, manage the team structure strategically to meet resourcing needs, identify development opportunities and capacity gaps
Requirements
- Knowledge
- Extensive understanding of the contemporary socio-political context of Cambodia, or similar Mekong or ASEAN region contexts
- Post-graduate qualification in a relevant field of study is a plus
- Familiarity with a wide range of international development actors, their mode of operation and their policy instruments
- Detailed understanding of collaborative processes, principles of relationship management and the formation of partnerships
- Experience
- Experience in supporting civil society or individual freedoms, preferably in Cambodia
- Previous experience leading teams in an international development setting or a minimum of 3 years in a senior programme management role
- Experience in managing complex multi-donor funded programmes
- Extensive experience in the following: peacebuilding, capacity development, international development, organisational development and/or business development
- Skills / Abilities
- Ability to develop, and follow through HR, administrative, logistical and financial systems with staff
- Financial management skills, with proven ability to develop and manage budgets
- Proven ability at writing donor proposals and reports
- Demonstrated communication, leadership and influencing skills
- Demonstrated capacity to develop and promote shared values, a common perspective, respect and trust
- Ability to enhance staff capacity and coach staff in cross-cultural context
