The Secretariat Office for the Master Plan to Develop Preah Sihanouk Province into a Model Multi-Purpose SEZ and to transform Cambodia’s Coastal Provinces into a Comprehensive Economic Corridor is tasked with coordinating and implementing strategic initiatives to foster sustainable development in the coastal provinces in Cambodia. The Master Plan focuses on turning Preah Sihanouk into a regional economic hub while leveraging the potential of other coastal provinces Kampot, Koh Kong and Kep.

In this context, the Secretariat Office is looking for highly skilled professionals to support the implementation and coordination of the Master Plan. We are seeking to recruit for the following positions:

Policy Coordination Officer will be responsible for managing and coordinating policy-related activities within Master Plan. This role will involve a mix of research, communication, strategy development, program development, and implementation of policies to support the organization’s goals, regulatory requirements, or public interests.

Duties

  • Lead the drafting and coordination of policy documents related to the Master Plan’s initiatives.
  • Provide legal counsel to investors and stakeholders on both public and private sector related to investment activities
  • Work and assist with technical leads in 4 coastal provinces for policy-related activities within Master Plan.
  • Develop and manage policy frameworks aligned with the Master Plan’s goals.
  • Facilitate cooperation between government entities, private sector, and international development partners.
  • Monitor and assess the implementation of policies and ensure they align with national and regional development strategies.
  • Prepare and draft relevant documents outlining the legal framework and mandate for the Master Plan Implementation Institutions and ensure alignment with local laws, regulations, and international standards,
  • Monitor regulatory changes that may impact investment promotion, providing timely advice and guidance.
  • Coordinate and support negotiations with partners for cooperation initiatives and public-private partnerships.
  • Provide policy recommendations to improve the investment outlook.

Requirements

  • Master’s degree in Public Policy, law (LLB or LLM) with a focus on business law, corporate law, or public sector law, International Relations, Economics, or a related field.
  • At least 3 years of experience in policy analysis, international cooperation, legal advisory, or similar roles.
  • Proven ability to work with high-level government/management and international stakeholders.
  • Proven experience in drafting, analyzing, and reviewing policy and legal documents.
  • Strong knowledge of local and national policies and legal frameworks governing investments and business promotions.
  • Strong analytical and negotiation skills.
  • Excellent communication and writing skills in both Khmer and English (Chinese is highly preferred).
