The Secretariat Office for the Master Plan to Develop Preah Sihanouk Province into a Model Multi-Purpose SEZ and to transform Cambodia’s Coastal Provinces into a Comprehensive Economic Corridor is tasked with coordinating and implementing strategic initiatives to foster sustainable development in the coastal provinces in Cambodia. The Master Plan focuses on turning Preah Sihanouk into a regional economic hub while leveraging the potential of other coastal provinces Kampot, Koh Kong and Kep.
In this context, the Secretariat Office is looking for highly skilled professionals to support the implementation and coordination of the Master Plan. We are seeking to recruit for the following positions:
Investment Project Analyst plays a crucial role in the management of investment portfolios, decision-making, and the overall strategy related to investments within an organization. The Senior Investment Officer is typically responsible for overseeing and managing investment strategies, ensuring the best use of capital, and making strategic recommendations to senior leadership.
Duties
- Lead and oversee a team of investment analysts, provide guidance, training, and mentorship to ensure high quality assessments and evaluations
- Identify Investment Opportunities within the MPSEZ and Coastal Economic Corridor
- Work together with key technical leads in the Province and Secretariat to promote the investment opportunities
- Manage relationship with investors and provide technical support during the investment process
- Develop and implement advanced risk mitigation strategies, leveraging experience and expertise to proactively address potential challenges
- Actively participate in high-level meetings and negotiations with key stakeholders, including government officials, potential partners, and investors, representing the organization's interests.
- Conduct comprehensive study on setting SOEs to mobilize private capital, investment, into Masterplan project.
- Collaborate with legal and compliance teams to ensure that investment projects align with all relevant regulations, policies, and compliance standards.
- Lead efforts to continuously improve and streamline the investment evaluation process, leveraging data-driven approaches and technological tools; and
- Undertake other relevant tasks as assigned by the management or Secretariat Director
Requirements
- Master’s degree in Finance, Economics, Business Administration, or related fields.
- At least 5 years of experience in investment facilitation, financial analysis, or business development.
- Strong knowledge of investment practices and economic development.
- Proven ability to engage with local and international investors.
- Excellent analytical, communication, and negotiation skills.
- Excellent communication and writing skills in both Khmer and English (Chinese is highly preferred).
