Korea Eximbank is responsible for managing the Economic Development Cooperation Fund (EDCF), the development cooperation fund set up by the Ministry of Economy and Finance of Korea in 1987. EDCF aims to support (i) economic development of developing countries and (ii) promote economic cooperation between Korea and developing countries.
Since 2001, Korea Eximbank has provided concessional loans to the Royal Government of Cambodia in infrastructure projects including agriculture, transport, and water. The EDCF Phnom Penh office was established in 2012 to further enhance cooperation with the Royal Government of Cambodia.
We seek to recruit a well-qualified person for the following vacancy below:
Work Information
- Standard Working Hours: 8 hours, between 8:00 to 17:00 (lunch break is from 12:00 to 13:00), from Monday to Friday
General Considerations
- The annual salary including all the bonuses, benefits and severance pay will be decided based on qualification and experience of the selected candidate.
- Applicants who can start working for the office as soon as possible (in February 2025, tentatively) will be preferred.
Duties
- Facilitate timely communication and coordinate among safeguard specialists of Korea Eximbank Headquarters, EAs and relevant stakeholders on all safeguard-related matters
- Coordinate with relevant stakeholders in Cambodia when there is a gap between Standard Operating Procedure (SOP) and EDCF Safeguard Policy to come up with gap-filling measures
- Guide EAs, General Department of Resettlement (GDR), Ministry of Environment (MOE) and relevant stakeholders to ensure that they comply with the procedures and requirement for EDCF Safeguard Policy from project identification stage to project completion
- Provide guidance to EAs in the safeguard documents including ESIA (Environmental and Social Impact Assessment), RP (Resettlement Plan), IPP (Indigenous Peoples Plan), ESMP (Environmental and Social Management Plan), ESMP Monitoring Report and other reporting requirements as per EDCF Safeguard Policy and regulations
- Provide inputs to project concept paper and project appraisal to identify potential environmental and social risk from the early stage of the project
- Monitor EA’s safeguard measures and any safeguard issues raised during the implementation and work in close cooperation with General Department of Resettlement (GDR), Ministry of Environment (MOE) and relevant stakeholders of environmental and social issues of EDCF-financed projects
- Provide EAs and relevant stakeholders with capacity building on EDCF Safeguard Policy, if necessary.
- Guide EAs in undertaking safeguard requirements in compliance with EDCF regulations and guidelines
- Provide support during monitoring missions or meetings between Korea Eximbank and EAs to assess the implementation of safeguards measures, progress, highlight any non-compliance, and recommend improvements in consultation with Korea Eximbank Headquarters
- Review and assess safeguards issues regarding contract variations (e.g., design changes)
- Participate in relevant meetings with consulting firms, contractors, and project stakeholders to provide guidance and prepare summary reports
- Organize and coordinate meetings or missions to review safeguard-related issues
- Perform independent research and report on best practices and lesson learned in safeguard sector
- Perform other duties as may be assigned
Requirements
- Native in Khmer with Bachelor’s degree (in field)
- Work experience of 2 years in related fields is required
- Academic degree in engineering and environment-related majors would be preferred
- Prior related experience in bilateral or multilateral development cooperation agencies and relevant Cambodian government ministries/agencies would be of an advantage
- Excellent oral and written communication skills in English; certified English test scores would be of an advantage
