Job Presentation

Women Peace Makers (WPM) is Cambodia’s leading organization working on issues of gender and peacebuilding. Founded in 2003, WPM envisions a peaceful and gender-just society where everyone, regardless of identity and ability, can reach their full potential and live free from violence. Today’s WPM is the culmination of almost two decades of action and learning in the field with a longstanding and well-recognized history of intervening in violent situations for women in Cambodia and has developed a strong base of programming to raise awareness, empower women, and advocate for change in the community and conflict settings. WPM is grounded in its approach, and community voices inform its continued learning and strategic directions. Currently, WPM works at the local level with grassroots communities, at the national level with civil society and key stakeholders, and at the regional level with other NGOs, universities, and gender and peacebuilding networks in neighboring countries.

WPM is currently implementing a project entitled “ Girls in Stronger Action! Empowering Girls and Young Women to Learn, Share, Create and Lead for Gender Equality in Cambodia” program in Rattanakiri and Stung Treng provinces. The project goal is for adolescent girls in Stung Treng and Rattanakiri provinces to be empowered as strong agents of change to overcome gender-specific barriers, which aims to (1) empower youth, especially adolescent girls have increased knowledge and sufficiently strong agency to take collective actions for promoting gender equality; (2) to see families/caregivers and communities support and encourage AGYW actively participate in political processes and decision-making beyond their households; (3) to engage girls and boys publicly advocate/influence their issues as citizen journalists and (4) to engage girls-led network organize dialogues to promote gender transformative action. With this project, WPM is currently seeking potential candidates for the following positions:

Location Phnom Penh (visit to the field if needed)

Coordination support to Junior Finance Manager

Reporting to Senior Finance and Administrative Manager

Purpose:

The Project Finance Officer will work together with the Finance and Administrative Team to oversee the organization’s financial systems and records, ensure accuracy and compliance with law and organization policies, maintain accounting system, produce reliable and clear reports on a timely basis and provide support to line managers for overall financial management. Particularly, provide overall financial management for project entitle “Girls in Stronger Action! Empowering Girls and Young Women to Learn, Share, Create and Lead for Gender Equality in Cambodia” based in Rattanakiri and Stung Treng Provinces.

Duties

  • Financial Planning
  • Planning and implementation of work on a monthly and weekly basis in accordance with the budgeting and financial planning based on project requirements
  • Closely working with program team to provide technical support to ensure the activities budget planning are properly on tracked.
  • Alert line manager and ED to potential conflicts and difficulties, and to give input to planning future activities.
  • Planning of fund request in accordance with the timeframe of fund request schedule to make sure sufficient of fund
  • Manage projects budget planning and monitoring in accordance with budget approval.
  • Financial Controlling and Reporting
  • Enter all financial transactions are correctly booked into the accounting system, ensuring accuracy and compliance with accounting procedures
  • Checking the accounting codes are accurate according to the chart of accounts and reconcile accounting system, and all transactions are recoded on a daily basis, and oversee cash reconciliations.
  • Reconcile subsidiary accounts to general ledger and carry out all other reconciliations to ensure the integrity of records, including monthly reconciliation to banking records.
  • Oversee cash flow, ensuring sufficient funds are held in bank and at office to cover necessary expenses
  • Preparation of project budget planning, and support project staff in understanding financial procedures with appropriately apply.
  • Regularly review and analyze monthly variance reporting vs monthly forecast.
  • Prepare monthly balance sheet, profit and loss, cash in bank, cash on hand and cash count
  • Provide support to line managers for project budget preparation and share cost allocation
  • Prepare budget plan, assist and discuss with line manager on budget utilization.
  • Prepare monthly financial reports for organization and financial reports as required by donors
  • Check and keep all payments vouchers in order such as filling codes, dates, signatories.
  • Prepare book keeper, review the accounts payable (AP) voucher for payment, monthly expenditure report and produce financial report
  • Prepare bill collection and clearing journal entry
  • Maintaining and managing the financial supporting document files (purchase order, payment voucher, and clearing documents) to facilitate retrieval and stamp “paid” to receipts/invoice to avoid double payment
  • Work in coordination and supporting with other units on specific projects as instructed by line manager
  • Properly scan and accurately prepare vouchers listing as required by donor and support the project logistic and administrative tasks if needed.
  • Supporting and coordination to provide the sufficient documents during the global audit, project audit as well as financial reviewing.
  • Traveling to the field to perform financial review if needed.
  • Carry out other duties appropriate to this post as requested by Management Committee

Requirements

  • Graduated university of accounting, banking and finance or another related subject
  • At least two years working experiences as finance or related tasks with NGOs
  • Computer proficiency (Microsoft Office, Advance Excel and E-mail)
  • Knowledge of using QuickBooks or further accounting system
  • Ability to work with a team as well as individually without much supervision
  • Be a proactive fast learner and passionate about gender and peace
  • Ability and willingness to travel to the field and learn new things
  • Flexibility and creative problem -solving skills
  • Personable, with an excellent attitude and strong people skills
  • Written and spoken communication skills
  • Good in spoken and written Khmer and English
  • No previous history of child abuse, crime, or sexual harassment
