Job brief:

Overview

The Monitoring & Evaluation Contractor position is responsible for designing and implementing IJM Cambodia’s M&E frameworks and procedures and ensuring the capture and accurate recording of program data. This position will compile, review, and analyze information about program activities and results. This will allow for timely decision-making, ensure accountability, and provide the basis for evaluation and learning. Strong M&E and data practices will drive program improvements, produce evidence in support of IJM’s model, and enable IJM to activate agents of change within Cambodia, regionally, and globally.

Key Result Areas

The success of this role is measured by key result areas which are listed below:

  1. Delivers and maintains a comprehensive M&E Framework that provides office and Hub leaders the ability to accurately analyze program effectiveness and communicate impact to external stakeholders;
  2. Assist HUB team to conduct research and program analysis to support leadership decision-making and enable the program to achieve its goals;
  3. Rapidly increases the volume, quality, and accuracy of IJM Cambodia’s labor trafficking data from 2016 – present;
  4. Creates, circulates, and trains on simple and effective data capture tools for program staff to provide timely and accurate data from the field.

Duties

  • Ensure that all relevant data are reliable and updated into the JDS system based on MERL standard dimension
  • Upload partners figure into the JDS system
  • Review key Casework Metric data-based data assurance
  • Review Training Campaign
  • Update Standardized Indicators (SIs) Program KPIs in the JDS system
  • Review Standardized Indicators (Sis) Tool
  • Update MERL report
  • Update Confidence study survey in JDS
  • Update learning event in JDS
  • Consolidate figures in internal and external report
  • Update records for survivor leadership report
  • Update program status report
  • Entered Five Casework and restoration indicators should be entered and validated by each JSS project in JDS
  • External Training Dashboard report
  • Input accurate figures in the QPR report
  • Input accurate figures in the Communication report
  • Assist leaders in developing Host’s Gov’t report
  • Review and input data in the Gov’t reports (NCCT, MoSVY, MFA, US Embassy….)
  • Conduct field visits and monitor to ensure the application of MEL guidelines and tools is on the right track and of good quality including grants.
  • Assist the HUB team with research studies
  • Assist the planning team in reviewing partner reports
  • Assist the planning team in conducting the QPR/APR Meeting and other events

Requirements

  • Education & Experience:
  • Bachelor’s degree in Management, Statistics or a related field; graduate degree preferred;
  • M&E certification desirable;
  • At least two years experience in program monitoring, data management and/or evaluation – including any of:
  • Designing, managing, or monitoring a program
  • Conducting data quality audits or quality assurance assessments
  • Capturing, synthesizing, and analyzing qualitative and quantitative data
  • Technical Competencies:
  • Excellent analytical, critical thinking, and problem-solving skills;
  • Good interpersonal skills with an ability to present data in a digestible way;
  • Advanced proficiency in Excel and comfortable with learning new computer software programs;
  • Fluency in written and spoken Khmer and English.
  • Non-Technical Competencies:
  • Professional presentation in demeanor and written and spoken communication;
  • Exceptionally high level of honesty and integrity;
  • Excellent interpersonal skills;
  • Meticulous attention to detail, sound judgment, ability to take initiative and provide constructive feedback, and strong analytical and problem-solving skills;
  • Diplomatic and flexible;
  • Disciplined with priorities and works well under deadline pressures;
