Job Presentation

Bayon Education & Development NGO, usually called “Bayon School” in English or “Ecole du Bayon” in French”, is a local NGO that has been registered with the Ministry of Interior (MOI) of Cambodia on March 25, 2015, which is under fully financial supporting from Ecole du Bayon NGO in France.

Bayon Education & Development NGO is a qualified education development organization with programs focused on two main areas:

  • A Khmer General Education for the Poorest Children.
  • A Technical Vocational Education & Training for young people from the disadvantaged family of Cambodia.

Bayon Education & Development NGO operates its several programs in Cambodia which head office is located at Taphul road, Sangkat Svay Dangkun, Krong Siem Reap, Siem Reap province, Kingdom of Cambodia. Presently, Bayon School is working on four important programs as follow:

  1. Primary School: Offering free education from kindergarten to grade 6 for underprivileged families in the Angkor Thom temple vicinity, along with complementary projects in green farming and healthcare.
  2. Follow-up Program: Assisting students in transitioning from grade 6 to university through essential support like school materials, bicycles, financial assistance, workshops, and coaching.
  3. Pastry School: Providing vocational pastry and bakery training to underprivileged women, with a comprehensive 12-month curriculum.
  4. Green farming program : Its objective is to involve families of students at the primary school to grow organic vegetables on their land and family income generation.
  5. Agroecology School: Launched in 2021, this program offers specialized vocational training in agroecological practices for underprivileged individuals, focusing on sustainable agriculture and community development.

Location: Siem Reap (Taphul village, Sangkat Svay Dangkum, Krong Siem Reap)

Main Job Duties

The Monitoring and Evaluation Officer plays a key role in ensuring the effectiveness and accountability of Bayon Education and Development's programs. The Officer will be responsible for developing and managing robust monitoring and evaluation systems, collecting and analyzing data by working with program field team and partner staff, and contributing to reports that inform decision-making and showcase program progress and impact to partners and donors.

His /Her priority focus will be on the quality and accountability of program implementation in delivering sustainable, fair Education and TVET programs to vulnerable students. The position will also work with local partner organizations and service providers in developing their capacity on M&E to deliver effective Education/TVET and behavior change programs.

Terms and Conditions:

  • Full-time Unspecified Duration Contract (UDC), with 3 months of trial period.

  • Standard working hours 8h per day or 5 days per week (40 hours per week)
  • Staff leave (compline with Cambodia Labour Law)

Duties

  • Programmatic Planning and Development
  • Collaborate in the development of comprehensive program logical frameworks.
  • Contribute to the creation of logical frameworks for specific projects.
  • Assist in defining indicators for both programmatic and organizational planning.
  • Support the planning and review of the General Education and TVET Programme Accountability Framework (PAF) and Quality Programme Standard (QPS).
  • M&E System Development
  • Develop and implement M&E systems to monitor progress against objectives, targets, and indicators at the outcome, output, and activity levels, in collaboration with program staff.
  • Develop and regularly review M&E plans to ensure relevance and alignment with program logical frameworks.
  • Design and adapt data collection tools (surveys, assessments, etc.) to capture pertinent information.
  • Adapt and upgrade the integrated databases on the TeamDesk online software used by BED organization.
  • Review and improve existing datasets and collection tools from current programs.
  • Data Management and Analysis
  • Provide support to program staff and partners in collecting data and monitoring progress in implementing activities.
  • Conduct regular data verification and cleaning of program data entered into the databases in collaboration with program staff, ensuring data accuracy and integrity.
  • Alert Senior Management and the Executive Director promptly about any irregularities or challenges in collected data that may impact decision-making.
  • Conduct outcome harvesting from program staff, partners, and targeted beneficiaries.
  • Analyze data to identify progress, trends, challenges, and successes.
  • Conduct secondary data analysis of routine program data to identify evidence-based best practices.
  • Monitoring and Reporting
  • Conduct regular field visits to monitor program implementation and collect data.
  • Provide necessary information and guidance to support the preparation and submission of quarterly, semester, and annual reports to line Ministries and donors. This includes ensuring the report dashboard is up to date with intervention inventory data, Education and TVET access and quality indicators.
  • Prepare periodic short progress reports highlighting key achievements and challenges.
  • Contribute to donor report writing, collaborating with the Fundraising and Donor Relations Manager, Program Managers, and Executive Director, ensuring compliance with donor reporting requirements.
  • Ensure that cross-cutting issues such as participation, gender, age, and disability are effectively addressed/mainstreamed in all project implementations as part of ensuring accountability.
  • Evaluation
  • Support the design and implementation of program evaluations.
  • Coordinate with external consultants as needed to conduct project baseline and endline evaluations by supporting the hiring process, overseeing quality, and disseminating/sharing results.
  • Analyze evaluation findings and contribute to the development of recommendations.
  • Learning and Capacity Building
  • Facilitate learning and knowledge sharing within the organization.
  • Build the capacity of staff in M&E principles and practices.
  • Stay updated on M&E trends and best practices.
  • Collect and document case studies and lessons learned, sharing them with program staff to maximize program impact; foster a productive relationship and lesson-learned sharing culture among program staff and stakeholders.
  • Other Tasks as Required by the Director
  • Participate in organizational events.
  • Attend required organizational meetings.
  • Perform other tasks as assigned by the manager.

Requirements

  • Bachelor degree or above preferably in Development Studies, Economics or any other relevant social science field. Possession of qualifications in Monitoring and Evaluation is a must. Additional Master’s Degree in any development field is an added advantage.
  • Minimum of 5 (Five) years demonstrated experience in planning, monitoring and evaluation with reputed organizations, preferably with NGOs is required.
  • Knowledge on both qualitative and quantitative research methods; study methodology, tools for capturing knowledge and learnings, MEL tools and techniques, and application of computer software (MS Excel, SPSS, data visualization software) and monitoring devices is essential.
  • Excellent analysis and writing analytical quality report skill is crucial; Knowledge and use of Mobile data collection and visualization tools especially TeamDesk.
  • Good communication skills and experience to work with partners and donors; pro-activeness, positive attitude and professional integrity is required as well.
