Caritas Switzerland (CACH) has been active in Cambodia for 20 years, establishing its own presence here in 2014. CACH strives to ensure universal access to human development, with a particular focus on safe migration, raising the income of disadvantaged people, and building community resilience to climate change.
Safe Migration Cambodia Phase II (SaMiCa 2) Project : This project aims to combat human trafficking and other exploitative forms of migration by providing prevention, protection, and reintegration services, as well as through enhanced stakeholder coordination. The project operates in two border regions: Poipet (Banteay Meanchey province) and Kamrieng, Phnom Prek, and Sampovloon districts (Battambang province). In this current phase, the project integrates the Graduation Approach to support vulnerable households - especially youth in migratory contexts - by offering alternative livelihood opportunities that enhance economic self-reliance and resilience. By doing so, it aims to reduce dependency on precarious labor migration, addressing root causes of exploitation and human trafficking. The Graduation Approach focuses on poverty reduction interventions, including consumption support, life skills and technical training, continuous coaching, access to savings, and job support.
A public Job Center has also been established in Kamrieng, managed by Caritas Switzerland staff. The center coordinates all project activities and provides support and advice for those seeking employment or training opportunities.
The SaMiCa 2 project is carried out in collaboration with two main partners:
- Damnok Toek : Working with vulnerable children in Poipet, Banteay Meanchey
- NCCT (National Committee for Counter Trafficking) : Caritas will strengthen its partnership with NCCT to support migrants in Kamrieng, Battambang.
CACH implements the Graduation Approach and is responsible for strategic management and providing support to the project partners.
Purpose of this position :
The Programme Officer (MEAL and Reporting) is responsible for leading the design, implementation, and management of the M&E framework of the project, ensuring that all activities are monitored and evaluated to assess progress towards goals and report accurately on outcomes. This position will be responsible for M&E of the project, including data collection and analysis, impact measurement and supporting the development of the annual reports (narrative and against Log frame) and quality assurance of the project in relation to the project documents.
Work Quota: 100% [full time]
Line Management and Team:
- Reports directly to the Project Manager of the SaMiCa 2 project.
- Works closely with the whole project team based in Kamrieng.
Duties
- Monitoring and Evaluation (75%)
- Primary internal contact for anything related to M&E for project staff and implementing partners
- M&E Framework Development: Develop and maintain an M&E framework and system and tools for tracking project implementation and outcomes, in collaboration with the MEAL Knowledge Manager at HO
- Data Collection and Management: Lead the design and implementation of data collection tools (such as surveys, interviews, focus groups, etc.), ensuring accurate and timely data collection, in collaboration with the project team
- Monitoring Program Activities: Track and monitor the progress of activities against established targets and indicators.
- Data Analysis: Analyze quantitative and qualitative data, providing insights to enhance program effectiveness.
- Evaluation: Coordinate program evaluations, conducting baseline, mid-term, and final evaluations where necessary.
- Quality Assurance (15%)
- Capacity Building: Support program staff and partners in building M&E capacities, providing necessary training and guidance.
- Learning and Improvement: Identify lessons learned, best practices, and areas for improvement, ensuring feedback loops within program cycles.
- Program Support: M&E technical input, ensuring alignment with objectives and strategic goals.
- Documentation and Capitalization: Maintain accurate records of program activities, correspondence, and decisions for internal and external use.
- Reporting (10%)
- Provide quality qualitative and quantitative data and support the compilation of comprehensive reports for internal and external stakeholders. Communication and clarification about M&E data with project team and implementing partners.
Requirements
- Qualifications and Experience
- Education: Master’s degree in Monitoring and Evaluation, Statistics, Development Studies, Social Sciences, or a related field.
- Experience:
- Minimum 5 years of relevant experience in monitoring and evaluation, particularly in the development or NGO sector.
- Proven experience in report writing, data collection, and analysis.
- Experience in program coordination or program officer roles is an advantage.
- Skills:
- Strong knowledge of M&E frameworks and methodologies.
- Proficiency in data analysis tools such as Excel, SPSS, or similar.
- Knowledge of Kobo Toolbox, Power BI is an asset
- Excellent report writing and presentation skills.
- Strong organizational, analytical, and problem-solving abilities.
- Ability to work collaboratively within a team environment.
