Cambodia ‘s coastal fishing communities are amongst the most vulnerable, due largely to high dependence on natural resources, direct exposure to climate vectors (i.e. storms, sea level rise and changing rainfall), overall poverty, remoteness and marginalization. Women have even less adaptive options available to them, as traditionally they have less influence over the decision-making processes, including those related to climate adaptation. The project will build on baseline of existing policy, legal, and technical measures and investments and provide additional financing to generate effective adaptation models and establish support frameworks that empower vulnerable communities, as the anticipated challenges and costs to address them will increase with climate change.
The project will work towards the achievement of four interlinked components to contribute to the project objective:
- Component 1: Strengthening policy coordination and capacity development for an adaptive enabling environment
- Component 2: Sustainable Ecosystem Management for coastal resilience
- Component 3: Fishing Community Adaptation Capacity strengthened
- Component 4: Knowledge Management
The project is funded by Global Environmental Facility (GEF) with an amount of USD 4,350,000.00 covering 5 years period and is being implemented by Food and Agriculture Organization of the United Nation, Ministry of Environment and Fisheries Administration (FiA) of Ministry of Agriculture, Forestry and Fishereis (MAFF).
PROJECT TITLE: CLIMATE ADAPTATION AND RESILIENCE IN CAMBODIA’S COASTAL FISHERIES DEPENDENT COMMUNITIES (GCP/CMB/037/LDF)
DUTY STATION: Kampot with travel to Phnom Penh, Kep, Preah Sihanouk and Koh Kong
DURATION: 12 Person Months with 3 Months Probationary Period
TECHNICAL FOCUS
Under the overall supervision of the Fisheries Administration, the International Technical Advisor, and in close collaboration with the international and national counterparts, he/she will be responsible for the overall coordination and supports to the project implementation in four coastal provinces including Kep, Kampot, Preah Sihanouk and Koh Kong.
The Field Officer has strong technical background on project management, coordination and implementation, M&E and reporting.
Duties
- Specifically, he/she will:
- Lead community mobilization and obtain consent for participation.
- Mobilize all required logistics in the field needed for project team to carry out functions efficiently.
- Provide field support for all the project experts and undertake the tasks for each component and take part in field assessments.
- Facilitate the smooth flow of information and communication between the project staff and target communities.
- Identify existing livelihoods patterns and possible alternative livelihoods options in the project sites.
- Carry out door-to-door livelihoods and all other required periodic surveys, map all resources and facilities in the coastal area, and at the commune and district level.
- Organize communities, identify the small-scale fishers including the women and support the development of all field assessments
- Work closely with local government officials and other stakeholders at provincial and district level.
- Support the community in documenting technical videos, photos of the field activities to create the project video tutorials for wider replication, when needed.
- Maintain detailed database of all field activities - daily field records, times sheets, photos, videos, documents, reports and communications of the field work;
- Build the project team and mentor/strengthen the capacity of staff;
- Perform other related duties as required.
Requirements
- MINIMUM TECHNICAL REQUIREMENTS
- Advanced university degree in agriculture, fisheries, environment, business administration, or a related discipline
- At least 5 years of relevant experience in fisheries, environmental management, climate change, integrated water management;
- Relevant knowledge and experiences in agriculture, fisheries, environment, business administration with GEF’s, UNEP’s and FAO’s projects are extra advantages
- Proficiency in the use of publishing software and other relevant computer applications is considered a strong asset
