Key responsibilities

Main Duties and Responsibilities

A) Local Representation and Stakeholder Engagement

Act as the primary liaison between KfW and relevant stakeholders in Cambodia, including the Government of the Kingdom of Cambodia, (in particular MoH, MRD, MoE, MAFF, EDC, MEF, CDC etc.), German Embassy, other Development Partners and NGOs in close exchange with the Regional Office Director in Hanoi.

Represent KfW's interests in meetings, conferences, and forums, especially related to relevant sector projects and initiatives.

Support the public relations and visibility activities of KfWs projects in close coordination with KfW´s Regional Office Director and KfW Headquarters

Identify opportunities for new projects in particular in the health sector and contribute actively to the development of funding proposals and project pipeline in the relevant sectors.

B) Project Coordination of the Health Portfolio

Actively monitor developments in the health sector and collect, review and analyse project and sector related data, reports and communication and participate in the sector policy dialogue.

Close coordination with sector teams in KfW, in particular the health sector team; close cooerdination with the Project Implementation Consultant.

Oversee the implementation of KfW's health portfolio, including monitoring progress, identifying challenges, and proposing solutions to ensure project success.

Provide technical expertise and guidance on health-related projects, leveraging knowledge of best practices and innovative approaches. Prepare and contribute to project reports, publications, presentations, websites etc..

Assist the responsible health sector team at KfW headquarters in Frankfurt in effective project management by closely monitoring the project cycle, reporting to headquarters on progress.

Coordinate closely with responsible project implementing units, e.g.the Program Management Units at MoH, MAFF and MoE, including the IMCC-OH (Interministerial Coordination Committee for One Health), and World Bank.

C) Local Office Management

Assume responsibility for the day-to-day management of the KfW office in Cambodia, including administrative, financial, and human resource management functions under the supervision of the Regional Office Director in Hanoi.

Ensure compliance with KfW's policies and procedures, as well as local regulations and laws.

Foster a positive work environment that promotes collaboration, innovation, and professional development among staff members.

D) Logistical Support

Organize, coordinate and accompany project missions in Cambodia. This includes, but is not limited to, arranging schedules (work plans, meetings, field visits), oral and written translations and back-to-office reports and advice concerning travel safety.

Ensure proper filing of project related documentation and effective information management.

Requirements

Advanced degree in a relevant field such as public health, economics, international development, or a related discipline.

At least 15 years of relevant work experience, 10 years of which in managing / monitoring projects in the international development sector and / or public financial management gained in a Development Bank, donor organization or the RGC.

Proven experience related to and knowledge of the Cambodian legal framework for official development financing and respective procedures (SOP) Proven work experience in managing/monitoring projects in the health sector in Cambodia and good knowledge of relevant stakeholders.

Demonstrated knowledge of health systems strengthening, project management, and partnership development. Prior work on One Health related issues is a bonus.

Strong communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders at all levels.

Excellent organizational and leadership abilities, with experience managing teams and overseeing office operations.

Khmer language skills on a native level. Fluency in written and spoken English and ability to act as an interpreter. Basic knowledges of German is a bonus.
